Staff Since 1977, California Drug Counseling Inc. (CADC) has provided education, counseling and support to underserved individuals in Los Angeles County who have alcohol and substance abuse problems. Each year, we help hundreds of individuals overcome their addiction and become productive members of their communities. We could not achieve these successes without our employees. They make us who we are. Members of our staff—all highly trained, licensed/certified and dedicated professionals—boast 100-plus years of cumulative experience working with hard-to-reach, underprivileged individuals who have alcohol and substance abuse problems. Our staff understands the unique needs of the special populations that we serve. They are committed to addressing each client as a whole person, and not only that client’s substance abuse issue. Dr. Carl Rowe, Executive Director Carl has served as executive director since 1989. He is a managing member of Integrated Care Communities, an intergenerational, care-community providing adult day care, assisted living, skilled nursing and child development services, and also president of Developmental Client Care Industries, Inc., which operates intermediate residential care facilities for developmentally disabled adults. He has held professor positions in the University of Southern California’s School of Medicine and School of Pharmacy, and clinical and staff pharmacy positions at several hospitals. His consultantships have in part focused on substance abuse counseling and AIDS education. Carl has received numerous honors and awards for his work, and has an extensive publications list. His educational background is in pharmacy and psychology.
