Budget Funding

California Drug Counseling Inc. (CADC) is a 501(c)(3) nonprofit organization. Virtually all of our budget—90%—goes to providing services; less than 10% is spent on administrative costs.

Currently, 100% of our funding comes from a variety of Federal and State government sources, including contracts with the California Department of Alcohol and Drugs for the CARE program, an all-inclusive care model for youth ages 12-21; the California Department of Corrections for pre-employment counseling and placement services to adult parolees; the Los Angeles County Department of Health, Office of AIDS Programs and Policies for HIV/AIDS education, prevention, counseling and behavior change modification services to incarcerated and paroled youth and adults; and the Los Angeles County Department of Health Services Office of Alcohol and Drug Programs for outpatient drug free, peri-natal day care, habilitative day care and counseling services.

Although these programs target special populations, the public at large has a stake in our success. That’s because behavior change in substance abusers has a ripple effect for the entire community—a safer, more secure community; the reshaping of substance abusers into tax-paying, productive members of society; and economic benefits for the community at large.

Information published by the National Institute on Drug Abuse (NIDA), which is part of the National Institutes on Health, U.S. Department of Health and Human Services, estimates that drug abuse costs society $67 billion per year. Treatment of drug abuse can reduce these costs. According to NIDA, studies show that anywhere from $4-$7 of drug abuse-related costs are saved for every dollar spent on treatment. At CADC, we treat hundreds of individuals with different backgrounds and needs each year. Each individual who achieves a life change through our programs benefits not only themselves, but the community, too.

Among the expenses to society brought on by the problem of substance abuse are the costs of incarceration, which NIDA puts at approximately $3,300 per month. In California, the focus for treatment of first-time drug offenders has changed from incarceration to rehabilitation, and cost savings are the result. As one of the leading placement agencies in Southern California for ex-offenders with a history of substance abuse, CADC helps put 20-30 recovering substance abusers to full-time unsubsidized work each month. Every one of these individuals who CADC helps put to work represents substantial savings to California taxpayers, with well over a million dollars a year in just the expense of incarceration.
